Public Meetings

Washington County HCP hosts three different public bodies to assist with the management of the Red Cliffs Desert Reserve. They include the following:

Habitat Conservation Advisory Committee (HCAC)

The Habitat Conservation Advisory Committee, or HCAC, meets bi-monthly on the 4th Wednesday, with occasional exceptions. A meeting may be rescheduled if it conflicts with a holiday or if a quorum is not available for a meeting. Meetings are held at 1:00 PM at the Washington County Admin Building, 111 E. Tabernacle, St. George, unless otherwise posted.

The HCAC’s role is to oversee the administration of the HCP and to serve in an advisory capacity to the Commission regarding county-wide threatened, endangered, and candidate species matters. When necessary, the HCAC will function as interpreters of the HCP document and, as such, give direction to the HCP administrator (subject to final review of the Commission). They will direct the activities of the administrator and review and approve the annual work plan and  annual reports on the quantity of take and mitigation implemented prior to submission of the documents to the County Commission. All deficiencies in the reports identified by the HCAC will be corrected or completed by the HCP administrator. The HCAC will also oversee the expenditure of mitigation monies, review and make recommendations regarding the appropriateness of proposed amendments to the HCP, and provide problem-solving and advise to the HCP administrator.

Technical Committee (TC)

The Technical Committee, or TC, meets on an as-needed basis, typically on the 2nd Wednesday of the month, with occasional exceptions. A meeting may be rescheduled if it conflicts with a holiday or if a quorum is not available for a meeting. Meetings are usually held at 1:00 PM at the Washington County Admin Building, 111 E. Tabernacle, St. George, unless otherwise posted.

The TC role is to serve at the discretion of the Washington County Commission. The TC will be available to the HCP administrator and the HCAC on an as-needed basis to provide biological information on endangered, threatened, and candidate species. The TC will participate in the initial development of the annual work plan by recommending how the amount of money allocated annually for mitigation should be expended. They will include other specialists as necessary; however, all expenditures identified by the TC must be approved by the HCAC.

Land Acquisition Sub-committee (LAS)

The Land Acquisition Sub-committee, or LAS, meets on an as-needed basis, typically on the 4th Wednesday on the HCAC’s off months, with occasional exceptions. A meeting may be rescheduled if it conflicts with a holiday or if a quorum is not available for a meeting. Meetings are usually held at 1:00 PM at the Washington County Admin Building, 111 E. Tabernacle St. in St George, unless otherwise posted.

The LAS was established upon the reissuance of the ITP when the County directed the HCAC to create a standing subcommittee tasked with following up on the progress of Reserve land acquisitions, engaging with private landowners and SITLA representatives on new potential opportunities, and creating collaborative partnerships for facilitating acquisition transactions. In general, this subcommittee will prioritize acquisitions in Reserve Zone 3 over those in other Reserve Zones.

After the page reloads, scroll back down to where the “SUBMIT” button is and you will see the most recent meetings listed below.

Please note, meeting minutes are not uploaded on the website until after they are formally approved by the committee at the subsequent meeting.
